Augustus was ruling Rome when Jesus was born in Bethlehem. He is the one who decreed that the whole world should be enrolled for the purpose of taxation.

Caesar Augustus, the first emperor of Rome, was born on the 23rd of September, B.C. 63, and was the son of C. Octavus by Atia, a daughter of Julia. His original name was C. Octavius, and, after his adoption by his great-uncle, C. Julius Caesar Octavianus, but for the sake of clarity we could call him Augustus, this was the only a title given him by the senate and people in B.C. 27, to express their reverence for him.
